Cap Sante Marina has let people camp in the field just north of the marina the past couple of years, conveniently located close to all the Heck Fest stuff. I don’t think they take reservations, and I’m not even sure if they’re doing it this year because they’ve started some kind of construction project apparently. There are still some campsites. Maybe call and ask if they’ll be renting campsites: (360) 293-0694
